Gangs of (real) rats have been reported seen around sunset at Walsh Park located in the 1700 Block of Ashland Avenue in the 1st Ward. One report was made through 311 but without results. They are still there! Two residents on September 10, 2004 confirmed the presence of rats nesting in the bushes around the children's play equipment. It is suspected the open decorative trash cans are attracting the rodents. These should be replaced by closed garbage cans of some kind. Walsh Park It looks real! "Anti-Graffiti Task Force Forms" " '1st Ward Alderman manny Flores ( http://www.flores1stward.com) recently introduced a tough new anti-graffiti ordinance stating, " Graffiti is not a harmless crime, but a detriment to our communities that harms businesses and residents alike.' "The measure would raise fines to $1,500 for a first offense and hold parents accountable for a minor's actions. The measure further includes restitution and community service components. Alderman Flores is also pushing to ban the etching cream that is being used to deface glass surfaces in the area. "The Chamber supports the Anti-Graffiti Task Force and urges members to join us at our Business Forum, Wednesday, January 12, 2005 (Club Lucky). Representatives from 3M will be on hand to present new graffiti resistant materials." Graffiti
Numerous tagging along the west side of Ashland Avenue, some on the east side of Ashland Avenue, and along Milwaukee Avenue from Ashland Avenue to Wood Street were noted late August 2004. The main tagging seems to be in white spray (etching) paint on windows with the letters, 'BAD.' These should be removed. Unfortunately this can be done only by replacing the glass windows.

~~~~~~~~~~~~~~~~~~~ Trash Cans Two trash cans with chains and locks have been requested from the 1st Ward Alderman's Office to be located on street poles north and south of the gang slaying site. This should help with the trash problem mostly south of the gang slaying site. Other new trash can locations may be required. One new trash can with a chain and lock has been added somewhat south of 1429 N. Ashland Ave.

Eight bags of weeds and trash was removed from the sidewalk tree wells at the site of the gang slaying on Ashland Avenue. The deposit of trash and growth of weeds in sidewalk tree wells is a common problem along Ashland Avenue. The trees are intended to landscape the area--but instead add blight to Ashland Avenue--an unintended consequence. From Section 4-4-310, "Public ways--Maintenance--Littering Prohibited" of the Chicago City Code: "It shall be unlawful for any person licensed to engage in any business or occupation on premises abutting a public way, ..... , to liter or permit the accumulation of any paper, rubbish or refuse upon that portion of the public way abutting such premises or on or about that portion of the public way so used. ....."  < Store owners, please remove weeds, trash and add flowers.>
