
A Long Development of National and International R&D Infrastructure for Indonesia

With a full support from Indonesian Control Systems Society [MASDALI], innovative ideas were produced effectively from this partnership between Professor R. J. Widodo from Bandung Institute of Technology [ITB] and the Author from Directorate General of Electricity and Energy Utilization [DGEEU] . In this spatial era we has decided to set boundaries of partnerships within standardization. We support the question International standard, consisted of: IEC, ISO , and ITU. We both believe that this model of government and expert stakeholder partnership on strategic and policy issues will produce national and international R&D Infrastructure. Since government’s interest is economic and social policy and expert’s interest is standardization, the ultimate objective of partnerships will underline the importance of harmonization.
National Intellectual Property: Since 09 March 1993 Science and Technology had become new principle for 2nd long-term national development. If the 1st development has been characterized by public intellectual property for example public electricity, the 2nd development will be characterized by private intellectual property that the typical cases are private industries such pulp & paper industries that heat are used for their steam-based processes. Indonesia has become resources of UNFCCC since ratification of 23 August 1994. The quick response to the two important dates is, public and private sector development should produce innovation under climate policy. However, failure to implement parallel development will cause structural damages. The evidences are known as the monetary crisis before Kyoto Protocol of 1998. If economic and social are the early concerns of Johannesburg Summit 2002, governments and experts will work together for new sustainable development at macro level issues. At micro level issues, parallel development of public and private partnership to be the dependence of new co-operative intellectual property has been the Author’s efforts.
