Newbie Approver

Many managers have their groups set as public restricted and/or moderated to keep the spammers and trolls out.  Problem is that often a potentially good member doesn't take the time or forgets to put a note in the application.  Sometimes the note is too generic (similar to a spambot) to make a decision.  I cooked up the following to make the job of weeding out the undesirables a little easier.
