"I have no regrets. No qualms whatsoever." So says Riverside Police Chief Russ Leach about his early, stakes-raising pronouncement that the RPD regarded the June 2002 stabbing death of Jeffery Owens as a "hate crime." A RivCo judge tossed the hate-crime charge, which carried a no-parole life term.

Leach: "Our investigation determined it was a brutal attack on Owens and his partner in a well-known gay parking lot. There were gay slurs."

Leach said that while it's common for charges to get reduced or dropped as a case churns through the system, it would have been nice if a jury had been able to hear the hate-crime evidence.

"Only by coming together as a community, can we make a united stand against the fear and hatred that can tear our society apart.  As Californians, we will never tolerate those who commit crimes based on hate and prejudice. Let me assure you that the perpetrators of this crime will be persued to the fullest extent of the law."

We are glad you're here. This site is dedicated to the memory of Jeffery Tod Owens, whose life was tragically taken away from him due to a Hate Crime on the evening of June 5th-6th, 2002.

This is a place to be educated on this subject, learn a little about Jeff, share your feelings, thoughts and ideas.

Jeffery's life was about compassion, and friendship.

Jeff died coming to the aid of a friend.

He was a HERO.

Jeffery Tod Owens, 40, died June 6th, 2002 at Riverside County Regional Medical Center in Moreno Valley of complications from multiple stab wounds sustained when he was attacked in Riverside. Born in Astoria, Ore., Mr. Owens lived in Moreno Valley four years. Previously he lived in Running Springs and Riverside a total of 12 years. He worked for the Inland AIDS Project for several years. He was also the events coordinator for the American Heart Association from 2000 until 2001.

He graduated from North High School in Riverside in 1979.

Mr. Owens served in the U. S. Air Force from 1979 until 1983.

He was survived by his mother, Joyce Brown of Riverside; two brothers, Robert of Huntington Beach and Brent of Riverside; three nieces; two nephews; and his domestic partner, Jeffrey Holland of Moreno Valley.  (***note***   Jeff Owens' mother, Joyce Brown, died a month later...)
