If you can do split rings You can work out of the center and continue to rings and chains.
Make the center spoke, which will fit inside and come up through the through the rings of 4.

 

 

 

 

 

Chains are 8-8 on this round.

Here you will see the spokes coming up and the next round being joined onto them in Pink. And the pink also being joined on the previous round.
