Claudia is a very strange woman because she talks in riddles at times and walks around with no shoes. She follows the cult group in Silent Hill only known as "The Order". Because her beliefs are so high she will do anything in her power to make sure the birth of God becomes reality.

 

Douglas was hired by Claudia to find Heather but his instinct told him something was fishy after getting some background information. Then a tragic event happens in the game and he opens himself up to Heather, because he feels a bit responsible.

Heather is the lead character in Silent Hill 3 and there is something special about her that Claudia wants. Heather herself can sense there is something she must remember about her past that will unlock her future.

Vincent is a priest or "Father" of the cult of Silent Hill only known as "The Order". Though him and Claudia believe in the same God there are things Vincent doesn't agree with. FYI Father Vincent helped build the Chaple which is the last stage in the game.
