The documents, key evidence for disabled applicants seeking federal aid, were unstapled and pitched into recycling bins by two contractors this spring, documents and interviews revealed. The Chicago regional Office of Hearings and Appeals monitors disability claims from six states, including Wisconsin. The private contractors were hired to organize medical records and mark exhibits in claimant files, which are used by administrative law judges who determine whether a person is too disabled to work.
