I don't think this has been done before, but if anyone should know of a padded Icicle then please let me know and I shall remove the pattern.
In order to get the twist you only have to do a un-flipped half of a double stitch. I did mine with all back half, but do which is most comfortable to you. But they must all be the same half whichever your choice.
For the padding use some old thread that you don't care about, as you will be cutting some ends off as you work down. I used some old size # 10 thread for the padding.
I used a good size #10 thread for my loop and for wrapping. I made a large loop for hanging the Icicle, but you can make it smaller if you wish. Measures approximately, 4½" - 11cm long.

 I measured my older thread about a foot, 1' long and then folded it back so I had six (6) strands. You can wrap more if desired.
For my good thread which I used for the outside and for the un-flipped stitch, I tied a knot in the end, took it up for the loop. (it is knotted for a reason, which you'll see as you read.)
Pinch all the threads together leaving just a bit of the small loops out. Wrap the long pieces as in making a chain, around your pinkie and keep them very taunt as you'll be making an un-flipped stitch.
(these small loops will be pulled down into the stitches later.)
I didn't count my stitches, but measured them as I worked down.
Work down about a ½". (Here we want to pull the small loops down into the stitches so they do not show.)
**Pull your knotted good thread off to the side, you don't want to pull on that one. Pull on one piece of thread at a time, and pull a loop down, don't pull to hard, just enough to get the loop at the base. Pull the next one until all the small loops are down.)
Continue making more stitches, and work again for about a ½" or what ever you desire.
**Again pull your knotted good thread out of the way. We will cut off one of the pieces of the old thread very close to the stitches, to remove some of the bulk so you only have 5 threads plus the good piece.
Work down another inch or so and once again cut off another thread very close to the stitches. (being careful not to cut off your good thread.)
Keep working down and cutting off a thread, until you only have the good piece of thread remaining. Work some more stitches on the good thread.
To end off make a knot with the two good threads. Add just a tiny dab of glue on this knot. Now make another knot on top of the glued one while it's still wet, and then cut the two thread close to the knot. While it's still wet, take your fingers and twist the thread ends so they are one and to a point.

(NOTE: The twist will happen as you work, but once finished you can get it to twist as much as you desire.)
