Robert proposed to Anna and they were married in Lila Quartermaine's Shakespearean Garden. On their honeymoon in the Bahamas, Anna discovered that the presumed-dead Edward Quartermaine was alive and living as a beach bum! Anna took Edward back to Port Charles and reunited him with his family.
The next year, Anna was shocked to learn that Holly was alive. Anna feared that Holly would want Robert back but she didn't and left the couple alone. Then, tragedy again struck. Faison returned to town and wanted Anna and Robin for himself. Faison's mother Nanny McTavish kidnapped Robin but was discovered and helped Robert get Faison. Faison felt betrayed by his mother and killed her!
Faison then kidnapped Anna and took her to a boat in South America. Robert followed him to save his wife but it was a trap! Robert and Anna were killed in a boat explosion which Faison planned and used to fake his own death. Robin was sent to live with her Uncle Mac.
Nine years later, in 2001, Alexandra Devane, a Pine Valley patron, who vanished in the Fall of 2000 contacted her husband, Dimitri Marick, and her brother-in-law, Edmund Grey. Alex told them not to try and find her. By the end of the month, however, Edmund and Dimitri were headed to Canada determined to find Alex.
Edmund and Dimitri finally located Alex. She had left to care for her twin sister, Anna Devane Scorpio, who had been presumed dead. Anna had lost her memory and suffered from trauma-induced seizures. Because Anna's life was in danger, Alex decided to treat her in secret at home. David became suspicious when Alex had medical supplies sent to Wildwind, so he went to investigate. David found Anna and Alex begged him to keep quiet about her sister's existence, agreeing not to divulge that David drugged the punch at the yacht party with Libidozone. When Anna's condition deteriorated, Alex and David worked together to save her.
Anna's memories gradually began to return when she looked through some of her old belongings. Edmund and Anna growing closeness finally culminated into a passionate kiss. Alex feared that she was under the influence of Charlotte's brainwashing when she began to have flashbacks from her time as Anna. A mystery man arrived at Wildwind and Edmund and Dimitri believed he was sent to kill Anna. It was later revealed that he was Anna and Alex's half-brother, Gabriel. Ilene Pringle pretended to want to shoot a documentary of Gillian in order to gain access to Wildwind. It turned out she was one of Charlotte's assassins on a mission to kill Anna. Anna shared a heartfelt reunion with her daughter Robin Scorpio.
A shocked Anna learned that Robin was HIV-positive. Anna forced Robin to go back to Paris, but promised to join her there when her life was no longer in danger. Alex and Anna figured out that Charlotte killed their parents and Gabriel's mother, Cici. Gabriel revealed to Anna that Charlotte abused him by keeping him in a cage like an animal.
As Edmund saw Anna through her treatment to eventual physical health, Edmund and Anna grew closer. Edmund and Anna shared several kisses, but mutually decided that her resemblance to Alex was too significant to pursue anything romantic between them.
Anna desperately wanted to regain her memory, but all she could piece together were flashes of the faces of Robert Scorpio, her husband, Cesar Faison, her old nemesis, and Robin, her daughter.
Edmund worked hard to keep Anna hidden, as it was apparent Charlotte Devane would not stop until Anna was dead. Anna was hidden away in the Wildwind turret, but she occasionally escaped under the guise of Alex. Charlotte's threats were not easy to ignore, when Bart turned up dead ("officially" of a massive coronary), and her thugs claimed the life of Gillian Andrassy Lavery, Dimitri and Edmund's cousin.
Dimitri and Alex got a phone call about a "Duke", concerning Ryan Lavery, and the couple took off for England to investigate, leaving Edmund and Anna to their own devices.
Fully over the seizures, Anna's memory began to return. Edmund helped Anna cope with the realization that her husband, Robert, did indeed die in the explosion that almost claimed Anna's life. Anna dreaded telling Robin that her father was really dead, but Anna made the trip to give Robin the bad news.
Anna returned from her visit to Robin and moved herself and Gabriel out of Wildwind and into The Valley Inn. Anna was back for only a short time and was stunned by how bored she had become with Pine Valley. One man who was not boring, however, was Dr. David Hayward.
When Gabriel moved away to live with Dimitri and Alex in Hungary, Anna grew restless, and her attraction to dangerous David grew accordingly. Their feelings for one another grew deeper, while Anna's private interest in the mysterious drug lord, Proteus, grew deeper. Anna couldn't shake her urge to investigate and saw the Proteus investigation as her foot in the door with the WSB. The WSB refused to take Anna back as an agent, since she was now too high-profile to be of use undercover.
Anna flanked FBI agent Chris Stamp, who was also investigating Proteus, and Anna brought Chris most of his leads in the case. When David fell under suspicion as Proteus, Anna immediately jumped to David's defense, knowing David was incapable of trafficking in drugs. Proteus had been using David's computer to launder the Proteus drug money, and tried to frame David for being Proteus. Though David deleted the files, charges were brought against David for being Proteus.
So that she wouldn't have to testify against David, Anna offered to enter into a quickie wedding. David agreed, and Anna became Mrs. Dr. David Hayward in early 2002. Fortunately, David was cleared of all charges and David's mother Vanessa Cortlandt was uncovered to be Proteus! Although Anna and David were now free to divorce, they realized they didn't want to!
Because Anna's work helped expose Vanessa as Proteus, Chris Stamp used his connections within the FBI to get Anna Devane appointed Police Chief of the Pine Valley Police Department. Anna now had a job back in the line of work she loved so much, but the major hitch was Jackson Montgomery, the District Attorney, who was not satisfied with how Anna got her position and vowed to do what he could to make sure she didn't hold it very long!
Anna couldn't shake the feeling that Vanessa's accomplice was the one who knew where all the Proteus drug money went, and that her accomplice had made his way to America. While visiting Vanessa at Oak Haven Sanitarium, Anna was drugged by Vanessa's dastardly accomplice, Wolf. Wolf worked for Guy du Pres, the man Vanessa claimed to be her other son Leo's father. Wolf didn't know what Vanessa did with the drug money, and threatened to kill Leo at Leo's wedding to his fiancee Greenlee, if Vanessa didn't tell Wolf where the money was.
After Anna was drugged, Wolf broke Vanessa out of Oak Haven, and brought her to Leo's wedding so she could watch her son die. Leo and Greenlee abandoned their own wedding, and Wolf ended up shooting Greenlee's father, Roger Smythe, instead. A groggy Anna arrived to find Wolf fleeing the scene, and she shot him in the back to prevent his escape. Wolf died, but Anna's troubles weren't over. Jackson took this opportunity to relieve Anna of her gun and her badge. Anna was on narcotics and fired her weapon in a crowded room, endangering civilians. Jackson launched his investigation of Anna's job performance. He turned up nothing.
Dashing Aidan Devane turned up in Pine Valley looking for his aunt, Anna Devane. Aidan was the son of Anna's deceased sister and came to town to make a connection. Aidan was fresh off of fighting a war in Afghanistan, and proved that he wasn't a person to be crossed when he put Anna's husband David Hayward in his place!
Anna and David stuck it out, and were pleasantly surprised when Anna found out she was pregnant! Anna and David enjoyed their pregnancy, and Anna did her best to remain on the police force as the months progressed.
David was devastated when Vanessa accidentally killed herself and Leo during a hostage crisis at Miller's Falls. David and Anna focused on supporting Greenlee through that tragic time.
Anna wondered whether she could trust David once again, when it came to light that David had found Dr. Maria Santos-Grey after the plane crash in 1997, and saved her life with an experimental and unapproved drug. But the drug resulted in Maria's memory loss! David found out who she was when he arrived in Pine Valley months later, but kept quiet about Maria being alive to cover his tracks.
Aidan found out that David was trying to get himself out of a jam by withholding medicine that might restore Maria's memory, Aidan threatened him! Maria arrived to stop Aidan from doing anything drastic, but David turned the tables and pulled a gun on Aidan!
Anna worried when Aidan disappeared. He was shot, and Maria was hiding him out from the people who shot him. Anna tried to find him and suspected Maria knew where he was, but she couldn't get the truth out of her.
Maria testified against David for drugging her with an experimental drug and David was sentenced to community service at a seedy clinic, where he treated a street kid named Reggie Porter, who was injured in gang violence.
