 | Colonel Roy Campbell | Called out of retirement to assist over the Codec, Colonel Roy Campbell is always available for Raiden to contact if he needs help or advice on the mission at hand. His frequency is 140.85. |
 | Rosemary | Rose is Raiden's girlfriend. Despite cheering for Raiden all the way, she also has talents which make her useful on this mission - Rose is an analyst who can process and store mission data. She's never taken part in a mission before and has more personal things to say to "Jack" than anyone else. If you need to save or want to hear some words of support or concern, Rose is your girl on frequency 140.96! |
 | Otacon (Hal Emmerich) | Another returning character, Otacon is now a member of a group called "Philanthropy" with his old friend, Solid Snake. This organisation is devoted to countering the threat posed by Metal Gears. Otacon helps Snake via the Codec on the tanker and saves his mission data. His normal frequency is 141.12. |
 | Iroquois Pliskin | Pliskin serves the Navy SEALs as a Lieutenant Junior Grade. He knows a lot about Marine technology but also a surprising amount about FOX-HOUND. Something strange is happening here - Pliskin is a spitting image of Solid Snake and yet didn't Solid Snake die two years ago in 2007? And isn't the terrorist leader said to be Solid Snake as well? Just how many Snakes are there?! |
 | Emma Emmerich | Emma Emmerich-Danziger is Otacon's little step-sister. He calls her E.E. and though they used to be very close to each other, a tragic event resulted in a rift between Emma and Otacon. Emma knows a lot about Artificial Intelligence and helped to program the new Metal Gear. Her Codec frequency is 141.52. |
 | Peter Stillman | Peter Stillman is an expert in the world of explosives and he can help Raiden to rid the Big Shell of the bombs Fatman has installed. In fact, Stillman taught Fatman much of what he knows so that's why it's useful to have a guy like Stillman around when Fatman's a threat. Stillman's Codec frequency is 140.25. |
 | Richard Ames | Ames is a Secret Service agent being held hostage by the special unit, Dead Cell. He is the ex-husband of MGS1's Nastasha Romanenko. Raiden must locate Ames because he is the only person who knows where the President is being held on the plant. Ames' Codec frequency is 140.72. |
 | President James Johnson | President Johnson is being held hostage on the Big Shell plant. He succeeded George Sears as President and was taken hostage during an inspection tour of the plant. The terrorists need his cooperation so that they can carry out a nuclear attack. Raiden must find the President and rescue him. His frequency is 141.37. |
 | Mr X | Due to popular demand, the Ninja is back, but is this the same Ninja as in MGS1? Mr X likes to keep his identity unknown but he sometimes contacts Raiden by Codec. He can deflect bullets with his sword and is protected against most attacks because of the high-tech field uniform he wears. He gives Raiden some essential items during the game and makes contact via the frequency 140.48. |
 | Scott Dolph | Scott Dolph is the Marine Corps Commandant. He is trying to improve the world using Metal Gear RAY and is determined to never let his daughter experience nuclear war. This Metal Gear in particular has been designed to wipe out all the other Metal Gears which have sprung up over the world. |
 | Solidus Snake | Also known as George Sears, Solidus Snake is the former US President. Brother to Solid Snake and Liquid Snake, Solidus is the third product of the 'Les Enfant Terribles' project and is supposed to be a well-balanced individual incorporating both his brother's qualities. He ordered Revolver Ocelot to try and gain control of Metal Gear Rex. When the project failed, Solidus was forced to resign but now he's looking to establish a new world order with his group 'Dead Cell' and the 'Sons of Liberty'. |
 | Vamp | Vamp is something of a vampire by nature, hence his name. He's a member of Dead Cell and his real name is unknown. Vamp has many superhuman abilities and is an expert in knives. He was born in Romania and after a tragic accident where his family died, Vamp had to survive by drinking his family's blood. Vamp has the utmost respect for Fortune. |
 | Fortune | Fortune, a Dead Cell member, is shrowded by an uncanny sense of luck. She has no battle experience but no bullets or projectiles can harm her. She wields a massive prototype of a rail gun, a smaller version of the weapon on Metal Gear Rex! Her real name is Helena Dolph-Jackson, daughter of Scott Dolph and wife of the late Colonel Jackson, Dead Cell's former commander. |
 | Fatman | Fatman, the fourth and final member of Dead Cell, made his first working atom bomb at the age of ten. He is an expert in explosives and gets his name from the plutonium bomb dropped over Nagasaki by the Americans. Fatman was fired from NEST (Nuclear Emergency Search Team) and joined Dead Cell instead. |
 | Revolver Ocelot | Along with nuclear-capable massive tanks, the Snake family and cardboard boxes, Revolver Ocelot is a key feature in all MGS games. Yes, the Russian cowboy fanatic and sadist is back to cause more havoc in MGS2! Although he seemed to be a big supporter of Liquid Snake at Shadow Moses, Ocelot was also working for Solidus. He obtained the data for Metal Gear Rex and sold it on the black market. He has now teamed up with Sergei Gurlukovich to try and get his hands on Metal Gear RAY. |
 | Sergei Gurlukovich | Sergei Gurlukovich a former colonel in GRU, the Soviet Secret Service. He established a private army with one plan in mind: he wanted to restore Mother Russia to her former glory. With Ocelot's help, Sergei Gurlukovich wants to gain control of the new Metal Gear. Despite his lust for power, Sergei is also very concerned about the welfare of his daughter Olga. |
 | Olga Gurlukovich | Olga is the daughter of Colonel Sergei Gurlukovich and she grew up in the army. She considers her unit to be her only family though she knows nothing about warfare. Her father is worried for her because she is determined to fight even though she's pregnant. |
 | Liquid Snake | Liquid Snake, twin brother of Solid Snake and main villain in MGS1, seems to be invincible ^_^ In the original MGS, Liquid Snake kept coming back to attack Snake but finally Snake thought he'd rid the world of Liquid's treats and attacks for good. Nope. Liquid Snake surprisingly lives on in his... arm. o.O Still, it's something! Ocelot unfortunately has to suffer the consequences of being schizophrenic with his ex-boss for Liquid is ever living beneath the surface in Ocelot's body and can control him at any time. |
